SOLARIS PLUS | Innovative Modular Vocational Training as a Specialist for Renewable Energies

Overview

The European Union adopted the climate change package in 2008 with the following objectives to be fulfilled by 2020: The greenhouse gas emissions shall be reduced by at least 20 % as opposed to 1990, the Emissions Trading Directive shall be amended, and the percentage of renewable energies shall be increased to 20 % of the EU’s energy consumption.

The national programmes are based on detailed needs analyses, to which our project refers. Moreover, they take into account the emergence and actual usage of renewable energies and confirm that the effective service capacity in the fields of solar energy, photovoltaic, solar heat and wind is only exploited at small scale as opposed to the energy sources water and biomass. To compensate for this deficit and to increase the share of renewable energies in the overall energy consumption, investment, technical know-how and in particular well-trained specialists are needed.

The planned transfer and the implementation of its results by the inclusion of the policy level in the partners’ countries open up new training and working opportunities for entire professional groups, which have stood open for the same professional groups in Western Europe for many years. It will help to close the existing gap in the vocational education systems fast, and will contribute to the implementation of EU resolutions under consideration of national conditions.

In this project, AFBB is responsible for the introduction and implementation of ECVET instruments and principles. On this basis, transnational mobility of trainees and experts as well as lifelong learning, which is crucial for this sector, shall be promoted sustainably.


Project idea

The innovative character of the project is based on the idea that a vocational qualification is composed of modules which build upon one another. In this process, vocational degrees as well as work experiences can be recognized. According to a person’s actual occupation and the characteristics of the region he or she is living in, participants can also attend only some of the modules.

The main ideas of the project are:

    • The adaption of existing modules under consideration of the results of the analysis
       of existing initial trainings in this sector and under consideration of the need on the
       labour markets in the participating countries,
    • Transparency of the content of the qualification by the using EUROPASS documents,
    • Accreditation of the curricula for initial training, vocational further education and
       vocational training in the participating countries as well as in Saxony, Saxony-Anhalt
       and Brandenburg
    • Implementation and using of ECVET-principles that will lead to ECVET-partnerships.

The European added value will be assured by implementing the project results with the political support of the associated partners within the vocational education systems in the participating countries.


Objectives

SOLARIS PLUS will contribute to the development of new professional competences in the field of renewable energies and to the promotion of collaboration between vocational education and the labour market by the means of transfer of innovation. This will close existing gaps in the vocational education systems fast and will make the exploitation of innovations and the creation of new jobs possible.

The aims of the project are:

    • Transfer of vocational training concepts which are well-established
       in the field of renewable energies in Germany and of the methods for
       registration, description, assessment, transfer and crediting of learning
       outcomes, which were developed and tested in the pilot initiative DECVET.
    • Development, adaptation and translation of nine basic modules, which
       will be included in the curricula of initial vocational training, vocational
       continuing education and vocational re-training, modified in content
       and schedule according to the needs of the educational field
    • Development of comparable units of learning outcomes according to
       ECVET for the field “Renewable Energies”
    • Conclusion of ECVET partnerships by means of Memoranda of
       Understanding and
    • Further development of an equipment system for experimentation in
       the field of „Renewable Energies” as an innovative teaching and training tool

Projectmeetings

Final conference in Dresden

On the 5th of September 2013 the final conference of the project took place in Dresden. Invited were representatives of enterprises of the field of renewable energies, representatives of the educational policy and from educational institutions.

The project partners presented the different project results and the possibilities of their introducing within other institutions and fields. The conference has been completed by presentations of external contributors about the topics „Importance of the dual system“ and „Photovoltaic – as well without EEG“.

The feedback of the participants was consistently positive and many new contacts have been made.

Project meeting in Dresden

From the 2nd to the 06st of September 2013 the 7th and therefore the last project meeting took place in Dresden. The working meeting was dedicated especially to the preparation and implementation of the final conference and the finalization and documentation of the project results as well as the preparation of the final report.

The reports of the external evaluator confirmed the very good national results of the testing and implementation of the training modules and the experimental kit.

Another important topic was the sustainability of the project results. Therefore an agreement for the ownership of the project results has been prepared that includes the further usage and dissemination of the experimental kit and the developed and adapted training modules in the field of renewable.

The project partners agreed on the continuation and enlargement of parts of the project as well the networking within the new program Erasmus+ as well in 2014.

Project meeting in Trencin

From the 10th to the 13th of June 2013 the 6st Project meeting took place in Trencianske Teplice (near Trencin). The working meeting was dedicated especially to the evaluation and further development of the implementation of the modules and the experimental kit within the partner countries. Recommendations for the sustainability of the cooperation have been introduced and empowered by the signing of a Memorandum of Understanding.

An important topic has been as well the preparation of the final conference and the finalizing of the project results. The partners discussed again the sustainable implementation of the national networks and their consolidation on a European level. A range of services have been agreed on that will be offered to the members of the network as well after the finalization of the project.

Another important issue were the national accreditations of the modules which are important for a sustainable implementation of the educational programs. All partners have already done a lot about this and some accreditation documents could already be shown.

A special highlight of the meetings was the visit of a Biomass plant and the discussions with regional enterprises from the field of renewable energies.
